Description:
From the Harbour Coordination Centre of the Rotterdam Port Authority the whole harbour of Rotterdam is guarded and controlled. This HCC is housed in a very modern control room in the World Port Centre. The operators have access to the most modern technologies, like a realtime presentation of all ships in the harbour on a large screen display. The harbour is divided in three main area’s and there is an operator per area.

vhp developed the total concept of the centre. Parts of this project were:

  • the organization of the work and the tasks for the different operators
  • the layout of the control room
  • the details for all workstations
  • the design of the User Interface of software for the workstations and the videowall
  • acoustics, climate and lighting for the HCC


The project was carried out in close cooperation with CapGemini and the architects from Norman Foster and Partners. We accompanied the project from initiative up to and including the realization. A specific component of the project concerned the use of the centre for calamity situations, when the Port Authority works together with police force, fire brigade, ambulance and the environmental services. The HCC was fully operational as from September 2001. In the start of 2002 the whole project has been evaluated. The conclusions are:

  • All operators and staff are very positive about the centre;
  • The whole working process has become more efficient, especially through the better information resources like the videowall.
